China is working with the Iraqis to rebuild the country after America went in and destroyed much of it on behalf of the Jews. They are helping them build new cities.

They’ve already built a power plant and completed other projects inside of Iraq.
China-built largest thermal power plant in Iraq has generated nearly 150 billion kwh of electricity to date. At the peak of its power generation, it ensured 70% of the power supply in the capital Baghdad while providing the entire country with 30% of its power needs.

This just shows how dumb US foreign policy has been. It has been centered mostly around bombing countries into submission and coercing others into doing things against their will. These have never been viable long term strategies for expanding influence and power.
China has a much more sensible and reasonable foreign policy. They strike deals with countries that are of mutual benefit without trying to enforce “democracy” or other social agendas on them.
The results speak for themselves. America is hated in Iraq and the people want all the American military bases removed as soon as possible. China meanwhile is seen as a partner that they can do good business with.
