This only matters from a public relations standpoint. The Jews are going to ignore this. They are not going to abide by this order unless they are forced to do so by some sort of external pressure. We already saw how they responded to the United Nations Security Council call for a ceasefire by bombing Rafah, Syria and Lebanon.
The UN and its various organs have proven to be worthless. This whole situation of the Jews doing a genocide in front of the whole world has shown this conclusively.
