this is an excellent idea. there used to be two white-trash scum who’d hold-up traffic at a busy one lane road and it pissed me right off. the fools kept stopping and going through their purses to give the lowlifes MONEY . i’m screaming curses at them for being morons and making me miss the light! finally however i think our city has outlawed panhandling because the creatures have moved-on but Newark has a better idea. TICKET THE DUMBASSES WHO GIVE PANHANDLERS MONEY AND HOLD-UP TRAFFIC IN THE PROCESS.

Wasn’t on local news since I’m far away from that shithole but that’s great however that money collected from fines will help the homeless in a good way. Wonder if people changed habitats later on, and then there will not be enough fines to keep the program going and will have to raise property taxes in order to balance the budget…
